Social Entrepreneurs

"Aid workers function in the context of an aid bureaucracy, while social entrepreneurs create their own context by starting a new organization, company, or movement to address a social problem in a creative way. The big donors, whether government aid groups or large philanthropic organizations, want systematic interventions that are scalable, and there are good reasons for that. But as a result they miss opportunities to bring social change by failing to set up networks to identify and support individual leaders who can make a difference in the trenches."

Unfortunately, it seems like it is the little guys with limited resources that are the most motivated to make real social change. The big guys with all the money are often more interested in politics. I suspect that it will always be that way though.
